STN 50-498, STN 50-499 Final Report Concerning Westinghouse Transmitters On July 7, 1983, pursuant to 10CFR50.55(e), Houston Lighting & Power Company (HL&P) notified your office of an item concerning Westinghouse (W) supplied pressure and level transmitters. Attached is the Final Report which identifies the corrective actions to be implemented.

Attachment ST-HL-AE-987 Page 1 of 2 South Texas Project Units 1 & 2 Final Report Concerning Westinghouse Transmitters I.

Summary:

A condition has been identified regarding specification deficiencies for qualification requirements of certain transmitters supplied to the South Texas Project (STP) by Westinghouse (W).

-W has committed to provide appropriate documentation to support upgrading of the existing trans-mitters or replace them with new qualified transmitters.

II. Description of the Deficiency On July 7, 1983, pursuant to 10CFR50.55(e), Houston Lighting & Power Company (HL&P) notified your office of an item concerning W supplied pressure and level transmitters.

The subject instruments were identified as safety-related but may not have been environmentally qualified per the W generic qualification program described in WCAP-8587.

W notified the NRC of this item on July 13, 1983. The subject trans-liiitters and their safety functions are as follows:

Charging Header Pressure Transmitter (PT-204)

The safety-related function for this transmitter is to close the seal injection containment isolation. valves upon low pressure in the charging header coincident with a containment isolation signal.

2.

Spray Additive Tank (SAT) Level Transmitters (LT-812, 822 and 832)

The safety-related function for these transmitters is to provide an auto close signal on low-low level to the SAT outlet isolation valve to preclude nitrogen from being drawn into the suction of the containment spray pumps.

3.

Volume Control Tank (VCT) Level Transmitters -(LT-112 and 113)

The safety-related function of these transmitters is to provide switchover to the RWST on the low-low level signal from the VCT.

For all of the functions above, W has previously provided Qualification.

Group C transmitters to the STP to be utilized in these specific applications.

Qualification Group C transmitters have not been qualified per WCAP-8587 and, therefore, have not been tested to meet any adverse Design Basis Event-(DBE) conditions.

}( reviewed a fourth application (RHR flow transmitters) and determined that the function is not safety-related.

The W resolutioa of this concern is to either appropriately justify the use of the existing transmitters provided to the STP by providing necessary documentation or to replace the devices with transmitters which are qualified for the appropriate DBE conditions.

Recurrence Control:

W is currently evaluating several alternatives for recurrence control.

Procedural revisions may be required. W will notify the NRC of any recurrence control measures that are implemented under separate cover.

Safety Analysis:

Since qualification of the transmitters to appropriate design basis conditions was not provided, it is assumed the transmitters would not accomplish their safety function. Therefore, this condition is reportable per 10CFR50.55(e).
