The proposed amendment consists of an administrative change to correct Information which has previously received Commission approval, however, was inadvertently omitted in a later amendment.

The proposed amendment request is provided at follows:

1. provides the Safety Evaluation and Environmental Assessment for the amendment request.
2. provides a summary of the changes.
3. provides the marked up Technical Specification pages with the requested changes.
4. describes Commonwealth Edison's evaluation pursuant to 10 CFR 50.92 (c).

This proposed amendment has been reviewed and approved by Commonwealth Edison's on stte and off site review in accordance with Company procedures.

Safety Evaluation and Environmental Assessment for the Proposed Ameruiment to Facility Operating Licenses, DPR-29 and DPR-30 Appondix A, Technical Spocifications Quad Cities Units 1 and 2 Introduction Current Technical Specification Table 4.21 (DPR-29 and DPR 30) refers to Note for instrument functional test and calibration requirements; however, Note [10]is

[10) defined in the Notes section of the Table. Table 4.2-1 also defines the i not functional test and calibration requirements for the steam line high flow and low reactor pressure isolation functions for the High Pressure Coolant injection (HPCI) system.

The Table requires that these isolation functions be calibrated once every three months.

Commonwealth Edison has identified that information, which was previously approved by the Cnmmission, was inadvertently omitted during a subsequent amendment to Table 4.2-1, pages 3.2/4.2 28 and 3.2/4.2 29 (DPR 29) and page 3.2/4.2-17 (DPR 30). The proposed amendment, therefore, revises the pages to reflect the previously approved Information.

Backotound On May 8,1984, Commonwealth Edison submitted a pro aosed amendment to the Technical Specifications for Unit 1 to reflect modifications whic1 were performed to achieve compliance with 10 CFR 50.49, Environmental qualification of electrical equipment important to safety for nuclear power plants. Ac part of these modifications, the HPCI Steam line high flow instruments 12389A through D and HPCI steam line low pressure Instruments 1-2352 and 1-2353 were modified into analog trip systems. The proposed amendment revised the calibration and functional testing requirements for these Instruments and added a note to further define testing requirements. The amendment was approved by the Commission on August 2,1984.

A similar proposal was submitted for Unit 2 by letters dated January 3,1985 and February 4,1985. The proposed Tochnical Specification amendment was approved by the Commission on May 30,1985.

On September 26,1984, Commonwealth Edison submitted a proposed Technical Specification which revised information on Pages 3.2/4.2-28 and 3.2/4.2-29 (DPR 29) and Dage 3.2/4/2-17 (DPR 30). The Unit 1 Technical Specification ZNI.D/863/14

Background (continued) pages, which were submitted as part of the September,1984 proposal, did not reflect the most current amendment information which was previously approved by the Commission en August 2,1984 (i.e., HPCI isolation instrument functional test and calibration requirements and Note [10]). The Unit 2 Technical Specification pages, which were submitted as part of the September,1984 proposal, were accurate at the time of the submittal; however, when the September,1984 amendment was approved by the Commission on June 10,1986, the information which was previously approved in May,1985 (i.e., HPCIisolation instrument functional test and calibration requirements and Note L10]) was not properly reflected in the amendment. As a result, the Table does not prov de the current instrument functional test and calibration requirements for the analog trip units for HPCI or Note [10).

Edison realaced the mechanically operated switches for the HPCl high steam line flow and low slearn line pressure isolations with analog trip system. This system consists of an analog sensor (transmitter) and a trip unit which ultimately actuates the trip relay.

The frequency of calibration and functional testing for the analog trip systems has been established in accordance with General Electric Topical Report NEDO 21617-A,

" Analog Transmitter / Trip Unit Systems for Engineered Safeguard Sensor Trip Inputs" dated December,1978 which has received Commission review and approval. The.

document prescribes a calibration / functional test frequency of once per month for the trip units based on a one-out of-two taken twice logic. The transmitter calibration / functional test frequency is defined as once por operating cycle.

As described in the Background section, the proposal for the HPCI isolation analog trip unit calibration and functional testing requirements was approved by the Commiss.on. This proposed change, therefore, is administrative in nature in that it corrects the Table to include the previously approved information. Commonwealth Edison has performed a historical review of proposed and approved amendments for Table 4.21 and has concluded that the omission was an administrative error and no documentation exists to demonstrate that the information was intentionally removed.

Environmental ASSOSSmont Statement ApplicabilityJ1oyiew Commonwealth Edison has evaluated the proposed amendment against the critoria for the identification of licensing and regulatory actions requiring environmental assessment in accordance with 10 CFR 51.21. It has been determined that the proposed changes meet the criteria for a categorical exclusion as provided under 10 CFR 51.22(c)(9). This determination is based upon the f act that this change is being proposed as an amendment to a license issued pursuant to 10 CFR 50, the change is administrative in nature and does not pose a significant hazards consideration. There is no change in the amount or type of offsite releases. The proposed amendment therefore does not require an environmental assessment to support its approval.
