Dear Sir:
The Authority submitted (Reference 1) a proposed amendment to the FitzPatrick Technical Specifications which, if approved, would permit plant operation "... at reduced power with one recirculation loop out of service" for an unrestricted duration.
This proposed amendment did not specify a maximum reactor power level for single loop operation.
As the result of discussions with the NRC Project Manager for FitzPatrick, we hereby amend our application to allow plant operation with a single recirculation loop out of service, for an unrestricted duration at power levels not to exceed fifty-percent.
In addition, attached to this letter is a copy of " Errata and Addenda Sheet No.
1" to NEDO-24281, dated December 1980.
NEDO-24281, "FitzPatrick Nuclear Power Plant Single Loop Oper5 tion" which was included with Reference 1, provides tecim i. cal information and results from safety analyses to r.apport this proposed amendment. Table 5-2 of this errata lists limiting MAPLHGR reduction factors for P8x8R fuel, which is currently in use at the FitzPatrick plant.
