SUPPRESSION CHAMBER WATER LEVEL MONITORING INSTRUMENTATION

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company (CP&L)~hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant, Unit No. 2 (Brunswick-2). These revisions supplement our June 16, 1982 submittal concerning miscellaneous TS revisions.

DISCUSSION

'On June 16, 1982, CP&L submitted a request for TS revisions to address the deletion of certain safety-related hydraulic snubbers and the installation of specific TMI-related modifications required by NUREG-0737.

One of these modifications relates to NUREG-0737 Item II.F.1.5, Containment i-(Suppression Chamber) Water Level Monitoring. The NRC Confirmatory Order for Brunswick-2 dated May 5, 1983 requires CP&L to install modifications for NUREG-0737 Item II.F.1.5 'no later than September 30, 1983. The instru-mentation affected by such modifications is presently encompassed by the

Brunswick-2 TS in Table 3.3.5.3-1 and 4.3.5.3-1.

Since this instrumentati5n

.is presently _ part of. the Brunswick-2 TS, the' issuance of TS revisions is required before CP&L can declare the modified instrumentation operable, but must not be issued until the'new instrumentation is installed. In light of

Upon notification that these reviews have been completed, CP&L will begin installation of the new instrumentation and request simultaneous NRC approval of the :new TS. This. notification is requested by September 1,1983 in order that the aforementioned modification be completed by September 30, 1983, as required by.the Confirmatory Order.

ADMINISTRATIVE _ INFORMATION Enclosed is a separate attachment for the proposed TS revision, which includes a summary of the basis for the change, a no significant hazards analysis, and retyped TS pages reflecting the proposed revisions. The enclosed TS pages supersede the same numbered pages provided in our June 16, 1982 request. The revisions on the enclosed TS pages are indicated by.

Suppression Chamber Water Level NUREG-0737 Item II.F.1.5, concerns wide-range containment (suppression chamber) water level monitoring.

The indication range for the suppression pool is being increased from (-)6' to (+)6'. to a new range of

(-)10' to (+)6' as a result of the requirements outlined in NUREG-0737.

The present configuration in which one transmitter drives both a

narrow and wide range indicator will also be changed.

The existing transmitter will continue to provide wide-range indication, 'and a new transmitter (CAC-LT-4177) will be installed for narrow range indication and annunciation. Only the wide-range indicator is required as part of the Post Accident Monitoring Instrumentation in the Brunswick-2 TS.

The proposed revisions.co Brunswick-2 TS Tables 3.3.5.3-1 and 4.3.5.3-1 provided herein incorporate new instrument tag numbers due to the above mentioned modificationc to the existing suppression chamber water level monitors.

N'o Significant Hazards Analysis The aforementioned changes to the suppression chamber water level monitoring instrumentation tag numbers listed in the Brunswick-2 TS do not involve a significant increase in the probability or consequences of an accident previously evaJusted; or create the possibility of a new or different kind of accident from any accident previously evaluated; or involve a significant reduction in s margin of safety because the proposed changes are administrative in nature. According to the staff guidance provided in Generic Letter 83-19, administrative changes to TS are not likely to involve significant hazards considerations.
