Dear Mr.'DeYoung:
This is to confirm ~the telephone conversation of July 13, 1983, between Messrs. C. Draughon and A.. Ball, Jr. of Westinghouse and Mr. I. V111alva of the NRC. In that conversation, Westinghouse notified the NRC of a concern
-with non-qualified transmitters supplied for Class 1E applications. This was reported concerning the South Texas Project, the only affected domestic Westinghouse NSSS supplied plant, under 10CFR 50.55(e) for plants under construction. Westinghouse has advised this utility customer of this determination. The functions of concern are as follows:
1.
Charging Header Pressure Transmitter (PT-204)
'This transmitter safety-related function causes the seal injection-containment isolation valves to close upon low pressure in the charging header coincident with a containment isolation signal.
2.
Spray Additive Tank (SAT) Level Transmitters (LT-812, 822, and 832)
The safety-related-function for these transmitters is to provide an auto close. signal on lo-lo level to the SAT outlet W ietion valve to preclude nitrogen from being drawn into the suction v C ( containment spray pumps.
3.
Volume Control Tank Level Transmitters g,t( p.d 113)
The safety-related function of these transmitters is to provide switchover to the RWST on the icw-low level signal frca the VCT.

For all of the functions above, Westinghouse has previously provided Group C transmitters-to South Texas Project to be utilized in these specific applications. Those Group C transmitters have not been tested to meet any adverse Design Basis Event (DBE) conditions.
The Westinghouse resolution of this concern, is to either appropriately
.' justify the use of the existing transmitters provided to the South Texas Project or to replace the devices with transmitters which are qualified for the appropriate DBE conditions.
