BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - SNUBBER INTERFERENCE FROM REAR BRACKETS BY ITT GRINNELL - BLRD-50-438/83-16, BLRD-50-439/83 SECOND INTERIM REPORT-The subject deficiency was initially reported to NRC-0IE Inspector P. E. Fredrickson on January 26, 1983 in accordance with 10 CFR 50.55(e) as NCR BLN BLP 8304. This was followed by our interim report dated February 24, 1983 Enclosed is our second interim report. We expect to submit our next report by January 25, 1984. We consider 10 CFR Part 21 to be applicable to this deficiency.

BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 SNUBBER INTERFERENCE FROM REAR BRACKETS BY ITT GRINNELL BLRD-50-438/83-16, BLRD-50-439/83-12 NCR BLN BLP 8304 10 CFR 50.55(e)
SECOND INTERIM REPORT Description of Deficiency TVA purchased welded rear brackets from ITT Grinnell (ITTG), Providence, Rhode Island, for use in seismic category I piping systems snubber assemblies at Bellefonte. Welded rear brackets on ITTG figure 306 and 307 anubbers produced and shipped before April 1980 may produce an interference with the snubber restricting the pivot movement to less than the + 5 degrees listed in ITTG's load capacity data sheets.
Interim Progress ITTG has evaluated the snubber interference deficiency defined in the subject NCR and NRC-0IE Information Notice 83-20, and subsequently performed a testing program.
ITTG informed TVA via their letter dated June 15, 1983, that the tests show that the snubber interferences are acceptable "as is" and additionally, ITTG stated that, "We are confident that our tests and continued warranty will assure you of the operability of any unit - as shipped." TVA is presently in the process of reviewing ITTG's test results and response' for concurrence and will provide more information in our final report.
