FIRST INTERIM REPORT Description of Deficiency Some of the welds on safety-related electrical switchgear panels supplied by ITE Imperial Corporation, Knoxville, TN (ITE), appear to violate the acceptance criteria delineated in the vendor's QA manual. Similar deficiencies have been noted on the standby diesel generator (DG) control panels supplied by Transamerica Delaval (TD), Oakland, CA, that apparently violate American Welding Society (AWS) D1.1 acceptance criteria.
Interim Progress TVA has determined that one of the DG control panels at BLN was the panel seismically qualified by TD in support of TVA's contract requirements. TVA is in the process of identifying the qualified panel and an acceptance criteria which may be used as a basis of comparison to the other three panels and subsequent acceptability for use "as is."
TVA has received a report from ITE in support of ITE's contention that the panels supplied for use at BLN are substantially similar to the ITE panels which were seismically qualified and are, therefore, acceptable for use "as is."
TVA will disposition this deficiency accordingly, pending development of an inspection acceptance criteria and evaluation of the ITE panels to determine if they are basically similar.
