r-41 e 4 Attachment to'CP&L Letter of Response to NRC Report RII: GFM/RP 50-400/83-18-01 Reported Violation:

10 CFR 50, Appendix B, Criterion II as implemented by PSAR Section 1.8.5.2, CP&L Corporate QA Program Section 7.0 requires that personnel performing work that affects quality be indoctrinated and trained, as necessary, to assure that suitable proficiency is achieved and maintained.

Contrary to the above, on May 4, 1983, an inspection of Daniel training records showed that a first shif t electrical superintendent and the second shift general superintendent failed to acknowledge completion of required reading and review of the latest changes to numerous administrative and work procedures.

This is a Severity Level V Violation (Supplement II.E).

Denial or Admission and Reason for__the Violation:

The violation la correct as stated. The if rst shift electrical tuperintendent and second 'shif t gercral superintendent in question vere notified of the lesuance ot new procedures aad procedura revisions which affect their work areas in the sama manna: as' other project supervision, via a Reading Require-ment Sheet which is distributed by the Daniel Training Department. Failure to acknowledge the completica of reading assignments by filling out the recessary forms required for documentation was directly responsible for this violation.

Corrective Steps Taken and Results Achieved:

On May 5, 1983, the Daniel Training Department conducted an extensive audit of procedural reading assignments which had been made from October 1, 1982 through May 3, 1983 to determine the supervisors who were delinquent in resubmitting Reading Requirement Sheets to the department for documentation.

A meeting was held at 3:30 p.m. on May.5 and new Reading Requirement Sheets detailing delinquent assignments were presented, not only to the two superin-tendents cited, but to all individuals who had not completed required reading.

A completion date of May 6, 1983 at 12:30 p.m. was given to all those present at the meeting. All overdue requirements were resubmitted as having been completed'by this set date with the exception of three supervisors who were absent due'to illness or vacation. Those individuals were promptly brought up to date upon returning to work.

Corrective Steps Taken To Avoid Further Noncompliance:

The Daniel Training Department previously had conducted semiannual follow-ups to determine and notify delinquent individuals that they were late in complying with required reading. Beginning in June, 1983, the Training Department proceeded

to conduct one-month reviews and subsequent notifications. All individuals found.in noncompliance will be made known to the Daniel Construction Manager for' corrective action to be taken.
