Dear Mr. Denton:

South Carolina Electric and Gas Company (SCE&G) hereby requests that the system flow rate of Technical Specification 3.7.6,

" Control Room Normal and Emergency Air Handling System," be changed from 20,000 CFM 10% to 21,270 CFM i 10%. This change is submitted to make the Technical Specifications consistent with the existing system design and analysis as presently described in the Final Safety Analysis Report (FSAR).

Amendment 33, July, 1982, of the FSAR transmitted to the NRC by SCE&G's letter dated July 12, 1982, contained changes in the ventilation system of the Control Room. These changes included altering system air flow number (1) from 20,000 CFM to 21,270 CFM and creating a new outside air intake (air flow number (10])

of 1000 CFM to replace the pre-existing outside air intake of 400 CFM (reference Figure 9.4-1 of the FSAR). In the revised Technical Specifications, the NRC acknowledged the change from 400 CFM to 1000 CFM, as cited in subsection e.3, page 3/4 7-15, but did not change the 20,000 CFM to 21,270 CFM, as cited in subsections c.1 and c.3, e.1, f. and g., page 3/4 7-15. Since Amendment 33 was issued prior to the granting of the Operating License on August 6, 1982, no actual technical change is requested at this time that differs from that which had been approved for the FSAR prior to licensing. SCE&G has determined that a finding of no significant hazard is appropriate for this change because of the prior approval and administrative nature of this request.

This change has been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee. A check in the amount of Twelve Hundred Dollars ($1200.00) is enclosed for processing this administrative change.
