Dear Dr. Murley:

POTENTIAL CONSTRUCTION DEFICIENCY HEAT TREATMENT OF STAINLESS STEEL FLANGES HOPE CREEK GENERATING STATION On June 1, 1983, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. E. C. McCabe, advising of a potentially significant construction deficiency concerning stainless steel flanges manufactured by Tube-Line Corporation that ma, not have received the requisite heat treat-ment. On June 30, 1983, an interim report was submitted to your office. The following information is provided in accordance with the requirements of 10CFR50.55(e) .

Sample flanges from the suspect heats have been tested for their physical and chemical properties. The test results indicate that safe operation of the plant would not have been adversely affected, had the problem gone undetected. Therefore, this issue is not considered reportable in accordance with 10CFR50.55(e) .
