Nimstz of your office on February 28-March 4,1983, at the Nine blite Point Nuclear Station Uusit #1, Scriba, New York, of activities authorized by NRC License No. OPR-63 and to the discussions of your findings held by blt. R.L. Nimitz with blt. T. Perkins and other members of our staff at the conclusion of the inspection.
ITEM A Technical Specification 6.11 requires that procedures for personnel radiation protection be prepared and adhered to for all operations involving personnel radiation exposure.
Radiation Protection Procedure S-RTP-35B, Revision 0,
" Accountability of Calibration and Check Sources", requires in section 4.3.4 that all calibration and check sources be visually inventoried quarterly and that the Accountability List be updated.
Contrary to the above, as of March 1,1983, a period of 6 months after the previous inventory; Source No. 65, a 0.2 mci Cs-137 source, and Source No. 181, a 1 uCi Cs-137 source, were not inventoried as evidenced by the lack of Accountability List update.

RESPONSE
A.
The requirement of the Technical Specifications for leakage test and source inventory (see attached Technical Specifications 3.6.5, 4.6.5 and bases) aus inciuded with Amendment 11, July 7, 1976.
The Station mediodology.to implement unis requirement uns established by procedure N1-RTP-35.
It was assumed, and subsequently reviewed without indication,)
.to the contrary by Bie NRC heath: physics.utspectors from 1977.to 1980, that the ~teakage~. testing record required by Specification 3.6.5.1'icould serve as the inventory required by Specification 3.6.5.3.
That is, the sources addressed in sectwn 3.6.5 (seated sources) are further qualified by the exemption as to quantity (<100 uCi beta gamma, kl0 uCi alpha) of section 3.6.5.1 and half-Life (>30 days) of section 4.6.5.1.
The bases to section 3.6.5/4.6.5 address only teakage. testing, apparently implying that only one set of sources is addressed by section 3.6.5 and section 4.6.5.

1 Rev. 2,1980, Section 3/4.7.6, Scaled Source Contamination, contains no requirement for source inventory.
During Inspection 80-11 (October 1980), it was identified.that Specification 3.6.5.5 contained no Limitation with regard.to quantity or half-Life;
.therefore, any seated source of any size uns.to be inventoried. A separate procedure (S-RTP-358) uns established to implement Die inventory.
The number of sources now included is over 450, since smatt instrument " bug" sources, WB counter calibration verification sources, etc., are now to be included in.the inventory in accordance with this. interpretation.
As night be expected, ex. tending.the scope of.the inventory wLthout bound increases.the difficulty in meeting inven. tory requirements for significant sources.
To eliminate fu.ture items of non-compliance,.the following actions have been completed:
1.
Source storage cabinets have been obtained for sources kept in.the
. Calibration Room and.the Chemistty Laboratory. Source check-out i
togs were established for these cabinets on 3/14/83.
2.
A scurce inventory was completed 3/17/83. Relocation of.the seated sources,.to the extent ptacticable,.to the above specified locations was accomplished at that time.
3.
Tun technicians completed training in the requirements of S-RTP-35A, Seated Source Leakage / Contamination Test and S-RTP-358, Accountability of cal <. brat <.on and chech sources to provide regularly assigned and l
bach-up capabxLety in performance of these tasks.
4 A.tecknical specification amendment uns submitted (5/3/83) in order to define a threshold source magnitude below which source inventory would not be required.
It is expected.that futt compliance wLth the procedure w<it be established i
within 90 days of receipt af.the. technical specification revision.
