Dear Sir:
A letter dated July 20, 1983 from J. F. Stolz transmitted a request for a response from Duke Power Company regarding additional information concerning
' the on-going review of the Oconee Nuclear Station response to IE Bulletin 80-11.
The request for additional information was a result of a site visit and corporate headquarters meeting conducted during May 25-27, 1983 attended by members of your staff, representatives of Franklin Research Center (NRC consultants), and representatives of Duke Power Company.
During this visit / meeting, there was considerable discussion regarding the use of arching action to qualify masonry walls without additional validation of the methodology. This matter was discussed in some depth and it was our understanding that the staff was to confirm their position on the need for this additional validation and, in general terms, the objective and nature of this requirement.
Since our response to item 3 of the additional information request, listed in your letter of July 20, 1983 depends on our understanding of the staff's position on this validation question, we need a confirmation and clarification before our response to item 3 can be developed.
