%......o SAFETY EVALUATION Bi THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 69 TO FACILITY LICENSE NO. DPR-35 BOSTON EDISON COMPANY PILGRIM NUCLEAR POWER STATION DOCKET NO. 50-293 1.0 Introduction Boston Edison Company (licensee /BECo), by letter dat.ed Octobec 25, 1982 submitted proposed change 82-12 to Section 6 of the Technical Specifications for the Pilgrim Nuclear Power Station. This letter also withdraws proposed change 81-03, dated June 8,1981, to the Pilgrim Nuclear Power Station Technical Specifications.
In response to staff concerns identified in its review of the October 25, 1982, application the licensee, by letter dated March 2,1983, revised its application. A description of the proposed change 82-12 (as revised) and our evaluation follows.
2.1 Corporate Level Changes 1
All nuclear activities at Boston Edison have been reassigned to an organizational unit headed by a Senior Vice President who has no other function or line responsibilities.
Prior to this restructuring, the
, responsible Senior Vice President had responsibility for two other line
. organizations.
This restructured organization is shown in Figure 6.2-1.
' The establishment of a Senior Vice President solely responsible for nuclear activities provides high level corporate authority and management support to Pilgrim Nuclear Power Station, provides access to BECo's highest management level, and should improve corporate. responsiveness to the needs of the Nuclear Organization.

-2 Engineering Department report to the Vice President-Nuclear Engineering and Quality Assurance, and the Nuclear Operations Department (NOD), Nuclear Operations Support Department (NOSD), and Training Department report to the Vice President - Nuclear Operations. Additionally, the Management l
Services Group (located onsite) now will report to the NOSD (offsite).
Dividing functional responsibilities between two vice presidents establishes an organization structure which should allow the resolution of problems by a level of authority that can specifically identify with those needs and provide the necessary support to ensure that satisfactory corrective action is taken when appropriate.
The Quality Assurance Department is maintained independent of the onsite operating orgar.ization and the Nuclear Engineering Department provides for additional support services beyond those provided by the professional-technical personnel of the operating organization.
A new position of Director - Nuclear Operations Review (DNOR) has been established having responsibility for corporate management oversight of onsite safety-related activities.
The DNOR reports directly to the Senior Vice President - Nuclear.
The position of ensite Safety & Performance Group Leader, has been structured and included as a member of the Operation Review Committee (ORC).
The Onsite Safety & Performance Group reports to the DNOR.
Reporting to the Safety & Performance Group Leader are the Shift Technical Advisors.
The DNOR position has been established to provide onsite corporate safety awareness of day-to-day plant operations.
The Onsite Safety & Performance Group Leader is accountable for the development and implementation of the Shift Technical Advisor Program.
The formal structuring of the Safety &
Performance function and the inclusion of its Group Leader as a member of the ORC will also emphasize the corporate commitment to the systematic review of plant performance and operational safety.
A position of Training Manager has been established reporting directly to the Vice President - Nuclear Operations.
The Training Department is expanding its scope of programs and systems for both licensed and non-licensed personnel.
The training group, which had primarily existed to provide licensed operator training and retraining, has recently been expanded into a department under the Training Manager.
The training group formerly reported onsite to the Nuclear Operations Manager.
The Management Services Group Leader is responsible for assuring that the I
assigned facilities, people, time, material, and money are effectively utilized to accomplish the station administration and management service activities with emphasis on the Boston Edison Quality Assurance Manual requirements.
Reporting to an offsite manager allows the Management Services Group to be once removed from the daily operational activities and influences, and unburdens the Pilgrim Station Manager of this work.
The Pilgrim Station Security Supervisor has been provided with new lines of reportability.
The Sec'urit'y Supervisor will report administratively to the Nuclear Operations Support Manager and functionally to the Station Manager for day-to-day operations..The Fire Prevention & Protection Officer will report administratively to the Nuclear'Operat' ions Support Manager and functionally to the Station Manager for day-to-day operations.
Having the Fire Prevention & Protection Officer and the Station Security Supervisor report administrative 1y to the Nuclear Operations Support Manager eliminates a burdensome administrative load from the Station Manager.
We consider these changes acceptable for the reasons noted following each change.
2.2 Pilgrim Station Changes l
The establishment of the position of Vice President *- Nuclear Operations reduced the need for the high level site Nuclear Operations Manager as the onsite person in charge and his two deputy managers, since the Management
4 Service Group, Nuclear Training, and the Administrative Control of fire prevention and protection and security have,been restructured directly under the offsite Vice President - Nuclear Operations.
Therefore, direction of the plant staff is now under the position of the Station Manager; and the positions (2) of Deputy Managers have been deleted.
We consider the above changes acceptable as they do not delete any functions previously provided to support the operation of Pilgrim Nuclear Pcwer Station; and they should provide for more direct supervision over plant operations by the Station Manager.
2.3 Technical Soecification Changes Boston Edison has submitted proposed changes to Section 6 of the Pilgrim Technical Specifications to reflect the above organizational changes.
We find the proposed changes acceptable reflecting the organization changes.
In addition, several TS changes recommended by the staff after revier of the licensee's October 25, 1982 application have been incorporated by the licensee in its March 2,1983 revision of the earlier application.
These revisions are as follows:
- 1) the functional blocks shown on Figure 6.2.2 of the Pilgrim TSs have been revised to incorporate a l'evel of detail sufficient to identify the functions of responsibility for each group leader identified in the onsite organizational chart shown in Figure 6.2-2. and;
- 2) Section 6.5. A.5 has been revised to require that copies of Operations Review Committee (0RC) meeting minutes be. forwarded to the Vice President - Nuclear Operations.
We have reviewed these proposed TS changes and find that they acceptably identify the functional areas of responsibility of the onsite organization and provide for receipt by cognizant personnel of ORC meeting minutes.
Consequently, we find the proposed TS changes (as revised) acceptable.

Environmental Considerations 3.0 j
We have determined that the amendment does not involve ~ a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, i
we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR 51.5(d)(4) that an environmental impact statement or negative '
declaration and environmental impact appraisal need not be prepared in connection with the issuance of the amendment.

4.0 Conclusion 1
1' We have concluded, based on the considerations discussed above, that:
(1) because the amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated, does not create the possibility of an acc' dent of a type different from any evalu-ated previously, and coes not invcive a significant reduction in a margin i
of safety, the amendment does not involve a significant hazards con-sideration, (2) there is reasonable assurance that the health and t
safety of the public will not be endangered by operation in the proposed manner, (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
