w SAFETY EVALUATION AMENDHENT NO. 16 TO NPF-10 SAN ON0FRE NUCLEAR GENERATING STATION, UNIT 3 00CXET NO. 50-361 Introduction By letters dated September 3, October 21, December 1,1982, and February 4, 1983, tne Southern California Edison Company (SCE or the ifcensee) reauested an amendaent to change the San Onofre Nuclear Generating Station, Unit 2, I

Technical Specifications to be consistent with those of San Onofre Unit 3.

Evaluation The technical specification changes that were requested are identical to those that have been previously reviewed and approved by the staff with the issuance of the operating license for San Onofre Unit 3.

t Environnental Consideration i

We have deternined that this acendment does not authorize a change in effluent types or total amount nor an increase in power level and will not result in any significant environnental impact. Having made this 3

determination, we have further concluded that this anendment involves action which is insignificant fron the standpoint of environmental impact and pursuant 10 CFR Section Sl.5(d)(4), that an environmental inpact statenent or negative declaration and environnental impact appraisal need not be prepared in connection with the issuance of this anendment.

Conclusion Based upon our evaluation of the proposed changes to the San Onofre, Unit 2 Technical Specifications, we have concluded that:

(1) because this amendnent does not involve a significant increase in the probability or consequences of accidents previously considered, does not create the possibility of an accident of a type different from any evaluated previously, and does not 4

involve a significant decrease in a safety cargin, this amendaent does not involve a significant safety hazards consideration; (2) there is reasonable assurance that the health and safety of the public will not be endangered by eperation in the proposed nenner, and (3) such activities will be con-ducted in compliance with the Cemission's regulations and the issuance of this amendnent will not be ininical to the conron deferse and security or to the health and safety of the public. We, therefore, conclude that the proposed changes are acceptable.
