APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50k90 of the regulations of the Nuclear Regulatory Commission, the Power Authority of the State of New York, as holder of Facility Operating License No. DPR-59, hereby appplies for an Amendment,to the Technical Specifications contained in Appendices A and B of this license.

The proposed Radiological Effluent Technical Specifications (RETS) replace all c%isting' specifications in Appendix B of the FitzPatrick Technical Specifications. Associated additions and deletions to Appendix A which would accompany RETS are included in this Application.

The proposed RETS are^ Attachment.I to this Application for Amendment,. Associated changes to Appendix A are given in Attachment II. The Safety Evaluation for both sets of changes is Attachment III. The Authority requests that the proposed amendment be approved with a fixed implementation date of July 1, 1984.
