Dear Sir:
Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to operating License," together with forty (40) copies of Attachments I,
II, and III thereto comprising a statement of the proposed additions and changes to the Technical Specifications and an associated Safety Evaluation.
The proposed Radiological Effluent Technical Specifications (RETS) replace all existing specifications in Appendix B of the FitzPatrick Technical Specificatons.
Associated additions and deletions to Appendix A are also included in this application.
The proposed RETS are Attachment I to the Application for Amendment enclosed with this letter.
Associated changes to Appendix A are given in Attachment II.
The Safety Evaluation for changes to both Appendices is Attachment III.

Please note that this submittal does not incorporate amendments previously proposed to the NRC which have not yet been approved.'
Implementation of RETS will require the Authority to shift f rom its existing set of records to another ' of a dif ferent ' type
~
and format.
In addition, semiannual reporting requirements make RETS on a fixed dats'rder to smoothly starting at either it necessary to implement the beginning or the midpoint of a year.
In o accommodate the new requirements of RETS while minimizing disr-aptici of existing records management at Fitzpat-rick, the Authority requests that the proposed amendment bi afpproved with a fixed implementation date of July 1, 1984.

The'htthority has classified this Application for Amendment as Class III, since the proposed changes involve a-single safety issue.
Enclosed is a check for 84,000.00 as the amendment fee raquired by 10 CFR 170.22, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
