The purpose of this letter is to withdraw the Proposed Operating License Change Request Nos.

200 and 67 which was submitted on October 6,

1992.

In general, the request was to revise the number of diesel starts which would be required due to the inoperability of the opposite train diesel or offsite circuits.

A revised request is under development which would include some changes to the present request.

Since the revised request includes additional surveillance requirements, it has been determined to withdraw and resubmit a new proposed operating license change.
