BEAVER VALLEY POWER STATION UNITS 1 AND 2, PROPOSED LICENSE AMENDMENT PEQUEST N05. 200 AND 67 REGARDING DIESEL GENERATOR TESTING (TAC NOS.
34225 AND M84226)
The purpose of this letter is to inform you that the NRC review of the subject license amendment request has been temporarily put on " Hold" pending your completion of the Duquesne Light Company (DLC) analyses (currently in progress) of emergency diesel generators (EDG) performance requirements.
In rniewing your license amendment proposal dated October 6,1992, which proposed a relaxation in EDG surveillance testing, the staff determined that the technical specifications (TS) for Units 1 and 2 do not specify certain EDG test performance parameters such as voltage, frequency, and time to come up to speed.
These parameters, as well as the proposed test relaxation, are specified in standard TS.
ne staff feels that it is important to specify these test parameters in the TS to assure quality testing, and to compensate for the proposed relaxation in testing.
In discussions with your staff (S. Sovick, et al.) during February 1993, it appears that the NRC staff and DLC agreed at that time to specify these test parameters as part of the TS change which would include relaxing the 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> testing requirement to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
In a subsequent discussion on April 22, 1993, DLC clarified for the staff that the appropriate values for the test parameters are being reanalyzed at this time.
We understand that parameters for Unit 1 may be available in October 1993 and for Unit 2 in April 1994.
