Docket No. 50-361 and 50-362 Prompt Report Licensee Event Report No.83-036 (Docket No. 50-361)
San Onofre Nuclear Generating Station, Units 2 and 3 Pursuant to Section 6.9.1.12.b of Appendix A Technical Specifications to Operating License NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively,and as discussed with Mr. G. P.
Yuhas, Region V Radiation Specialist, on March 25, 1983, this submittal provides the written confirmation of a reportable occurrence involving the common liquid radwaste effluent radiation monitor 2/3 RT-7813.
The inoperability of this monitor was identified by Mr. Yuhas during his' inspection on March 24, 1983.
On March 24, 1983, while Units 2 and 3'were in Mode 5, a discharge isolation valve on 2/3 RT-7813 was discovered to be shut.
The valve had apparently been closed during a quar terly channel functional test perforced on March 21, 1963.
From March 21, 1983, until March 24, 1983, one batch liquid release was made.
This release was sampled and confirmed to be within allowable limits prior to discharge.
However, the Action Statements associated with Limiting Condition for Operation (LCO) 3.3.3.8.b requiring a backup grab sample were not met.

Since the occurrence involves a shared system between Units 2 and 3, in accordance with NUREG-0161, a single Licensee Event Report (LER) for Unit 2, LER 83-036 (Docket No. 50-361) will be provided by April 8, 1983.
This LER will include the results of the investigation of this occurrence and the results of an examination of other radiation monitor valve positions.
