HATCH NUCLEAR PLANT UNITS 1, 2 EMERGENCY AND SECURITY PLANS AUDITS Gentlemen:

In accordance with the provisions of 10 CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby submits a proposed change to A 04 the Technical Specifications for Plant Hatch Units 1 and 2. These changes f enclosed herein will require an independent audit of both the emergency and security plans to be carried out every 12 months, in accordance with 10 CFR 50.54(t) and 10 CFR 73.40(d), respectively vice the 24-month period presently specified.

MR 5573 The Plant Review Board and the Safety Review Board have reviewed the proposed changes to the Technical Specifications and have concluded that no

/V M changes in plant operation are involved, and the existing margins of safety will be maintained. Thus the proposed changes to the Technical Specifications for Plant Hatch Units 1 and 2 do not increase the probability of occurrence or consequences of a previously analyzed accident or malfunction of equipment important to safety, nor has the possibility of a pmviously unanalyzed accident or malfunction of equipment been created.

Bi ause these Technical Specification changes are clarifying and made at the request of the Commission, as stated in your letters dated October 1,1982 and October 30, 1982, we are not required to remit a license fee for these changes.
