7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET N0. 50-219 GPU NUCLEAR CORPORATION AND JERSEY CENTRAL POWER & LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 67 to Provisional Operating License No. DPR-16, issued to GPU Nuclear Corporation and Jersey Central Power & Light Company (the licensees), which revised the Technical Specifications for operation of the Oyster Creek Nuclear Generating Station (the facility) located in Ocean County, New Jersey. The amendment is effective as of its date of issuance.
This amendment authorizes changes to the Technical Specifications to require an Audit of Emergency Preparedness Programs and the Safeguards
.'ontingency Plans (Security Plan) at a frequency of at least once per C
twelve (12) months.
The application for the amendment complies with the' standards and requirements of the Atomic Energy Act of 1954, as am' ended (the Act),
and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules

- and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Commission has detennine:! that the issuance of this amendment will not result in any significant environmental impact and that pur-suant to 10 CFR f51.5(d)(4) an environmental impact statement or negative d!claration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
