BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - VALVES NOT QUALIFIED TO APPLICABLE DESIGN REQUIREMENTS - BLRD-50-438/82-28, BLRD-50-439/82 FOURTH INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector R. V. Crlenjak on April 12, 1982 in accordance with 10 CFR 50.55(e) as NCRs BLN BLP 8214 and BLN BLP 8215. This was followed by our interim reports dated May 11, August 18, and December 14, 1982. Enclosed is our fourth interim report. We expect to submit our next report by August 8, 1983 If you have any questions concerning this matter, please get in touch with R. H. Shell at FTS 858-2688.

FOURTH INTERIM REPORT Description of Deficiency The 3-inch containment isolation and test valves manufactured by Target Rock Valve Company, East Farmingdale, New York (VSEB-018-N and VSEB-019-N) and the air-operated, 4-inch auxiliary feedwater pressure control valves manufactured by YARWAY Corporation, Blue Bell, Pennsylvania (VSEC-046-A and VSEC-047-B) indicated on noncon"ormance report Nos. BLN BLP 8214 and BLN BLP 8215, respectively, were purchased as nonactive components. These valvas should be active components as defined in Regulatory Guide 1.48.

Interim Progress The valve manufacturer has submitted documentation to TVA for the qualification of the containment isolation and test valves as active components. TVA-is currently in the process of reviewing the vendors documentation.

Pressure control valves (VSEC-046-A and VSEC-047-B) have been qualified by the Civil Engineering Support Branch (CEB 820519 257) using the principle of similarity.

Documentation for the qualification of the l

air supply tank associated with the valves has been submitted to TVA for review.
