APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the Power Authority of the State of New York, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to che Technical Specifications contained in Appendix A of this license.
The propcsed Technical Specification changes alter the table of values specifying Minimum Critical Power Ratio (MCPR) operating limits for incremental cycle core average exposure in Section 3.1.B.l.
Accordingly, Figures 3.1-2 a, b and c, depicting MCPR operating limit versus scram time ratio, are revised to reflect the new limits.
Thet changes correct the original Cycle 5 MCPR limits, which were found to be slightly non-conservative for pressurization transients due to the use of an improper carryunder fraction by General Electric Company in its imput data for the ODYN computer code.
The proposed changes to the Technical Specifications are Attachment I to this applcation.
The Safety Evaluation for this change is included as Attachment II.
