FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Changes to the Technical Specifications Regarding MCPR Operating Limits Dear Sir Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachments I and II thereto comprising a statement of the proposed changes to the Technical Specifications and an associated Safety Evaluation.
The proposed Technical Specification changes alter the table of values specifying Minimum Critical Power Ratio (MCPR) operating limits for incremental cycle core average exposure in Section 3.1.B.l.
Accordingly, Figures 3.1-2 a, b, and c, depicting MCPR operating limit versus scram time ratio, are revised to reflect the new limits.
These changes correct the original Cycle 5 MCPR limits, which were found to be slightly non-conservative for pressurization transients due to the use of an improper carryunder fraction by General Electric Company in its input data for the ODYN computer code.
The proposed changed pages are Attachment I to the Application for Amendment enclosed with this letter, while the associated Safety Evaluation is Attachment II.

l The Authority has. classified this Application for Amendment as Class III, since the proposed changes involve a single safety issue.
Enclosed is a check for 84,000.00 as the amendment fee required by 10 CFR 170.22, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
