Dear Mr. Denton:

A proposed amendment to McGuire Units 1 and 2 Technical Specification No. 3/4.5.2 is attached. The proposed amendment would increase the maximum flow rate for the centrifugal charging pumps. Attachment 1 contains the proposed amendment and justification for the proposed amendment. A check for $4,400 is enclosed for these Class III and Class I amendments for Units 1 and 2 respectively.

It is respectfully requested that the proposed amendment shown in Attachment I receive special, expeditious handling and be approved by April 4, 1983 to avoid delaying McGuire Unit 2 startup testing. The reason for this request is that McGuire Unit 2 will be unable to fulfill the requirements of Technical Specifi-cation Nos. 3/4.5.2 and 3/4.5.3 until the proposed amendment is approved and issued. This will prevent the unit from proceeding to hot shutdown (Mode 4) to continue startup testing. The unit is scheduled to enter hot shutdown by April 4, 1983, assuming the proposed amendment will be approved by that date. This proposed amendment could not be submitted earlier due to the unavailability of manufacturer's test data which was needed to justify the amendment. Nevertheless, we apologize i for any inconvenience caused by this request.

l Attachment 2 contains proposed amendments to McGuire Units 1 and 2 Technical l Specifications Tables 3.8-la and 3.8-lb to correct several typographical errors contained in the initial issuance of the document.
