With respect to your November 2, 1982 letter, the following supplemental information is provided:

Attachment HPP-378, "EAB, EPZ Survey Team Inventory List" to Health Physics Proceduro HPP-37, "RERP Inventory List",
Issue 15, effective October 1, 1982, lists all of the equipment contained in the emergency kits. The kits were fully equipped per HPP-37 as of November 1, 1982. A copy.
of HPP-37 is enclosed for your reference.
Also, please note that Mr. Ron Baer of your office is on the controlled distribution list for our Health Physics Procedures.

As was stated in our original response, there are a number.
of alternative solutions to the field monitoring team radio communications problem that are being evaluated besides merely obtaining an internal PSC agreement regarding priority use of the radio system. One that may be feasible is to use the microwave.
system for communications as opposed to our current FCC frequency.
If we choose this alternative, radios will have to be purchased and installed, which is a 1983 budget item, and would not be completed until after management approval of the 1983 budget.
Upnn management approval of the 1983 budget, site management could proceed with procurement and installation of the radios.
The internal agreement within PSC Divisions is really not a problem to invoke during actual emergencies at present, but it is a problem during drills because the Company's Northern Division needs to use the frequency to conduct its daily business activities. The target date given to Region IV is, therefore, not predictated upon an internal agreement, but the pursuit of other alternatives which may prove to be better long term solutions.

The lights, additional telephones, and the telephone that was not working have been installed / repaired as of November 1, 1982.
This item was being held open for administrative reasons due to the lack of additional telephone trunkline service which was rectified by the telephone company much faster than we had anticipated.
