BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - SEISMIC PIPE SUPPORT INSPECTION DEFICIENCIES - BLRD-50-438/83-18, BLRD-50-439'/83 SECONE INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector Linda Watson on January 31, 1983 in accordance with 10 CFR 50.55(e) as NCR 2208. This was followed by our interim report dated February 28, 1983 Enclosed is our second interim report. Description of Deficiency Inspections of_ rigorously analyzed pipe supports were not correctly
~
performed. The support installation locations were not verified against the seismic analysis, isometric locations for those cases when the installed location deviated from TVA's Division of Engineering
. Design's design detail locations. The apparent cause of this
- deficiency was a misunderstanding of paragraph 7 1.b of BNP-QCP 6.17,
.which requires the verification of. the location deviation.
Interim Progress'

Approximately 3800 completed inspection records for rigorously analyzed supports have~been identifed. The records are being reviewed to make sure e
that-the location recorded on the~ inspection record is within the location specified by the governing arialysis-document plus any applicable tolerance.

~ Approximately 700 inspection records have been reviewed resulting in 49 j
quality control investigation reports (QCIRs) documenting deviations from specified support locations.-
BNP-QCP-6.17 will be revised to specith that the ' support location shall be
<as shown on the support " detail drawings. Consequently, any' deviation /use of tolerance nust be verified against the support load table or isometric.
TVA will supply further details in our next report.
