BEFORE THE UNITED STATES NUCLEAR REGULATORY COMMISSION In the Matter of Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMDANY 50-278 AMENDMENT TO MARCH 24, 1981 AUGUST 6, 1981, AND DECEMBER 13, 1982 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 & DPR-56 On March 24, 1981, Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Units 2 and 3, filed an Application for Amendment of the Licenses which requested that Table 3.ll.D.1, titled " Safety Related Shock Suppressors", of the Technical Specifications contained in Apnendix A of the Operating Licenses be amended to l _. -.
conform with the Standard Technical Specifications as required bv Mr. D. G. Eisenhut's letter dated November 20, 19RD.
Subsequently, licensee revised its application of March 24, 1991, by Amendments dated August 6, 1991, and December 13, 1992, to reflect shock suppressor modi fications.
Licensee, as a part of the modifications performed during the current Unit 3 refueling outage, has installed additional shock supnressors on the core spray system pining to brir the pipe support desion into conformance with the requirements of NUREG 0661, Safety Evaluation Report, Mark I Containment, Long Term program.
The modification involves the installation of five new mechanical snubbers (14GB-S-33, 14MO-H-57, 14GB-S-34, 14MO-S-42A, 14MO-S-42B) to the core spray system piping.
Accordingly, the licensee hereby amends its application of March 24, 1991, as amended August 6, 1991, by revising Table 3.11.D.1 for Unit 3 (revised page 23ds)in accordance with the 5
provisions of section 3.11.D.5 of the Peach Bottom technical Specifications to reflect the installation of additional shock suppressors.
Additionally, Licensee has replaced three hydraulic shock suporessors with new, hiaher capacity, mechanical shock sunpressors to bring the nine sunport desian into conformance with the recuirements of MUREG 0661.
The modification involved the replacement of snubbers 10MB-S-1 and 10HB-S-9 in the EMP -
Accordingly, the Licensee hereby amends its application of March 24, 1991, as amended December 13, 1982, by revising Table 3.11.D.1 for Unit 3 as shown on revised pages 234m and 234p to reflect the shock suppressor replacement.
The proposed revision to change the number designation under the " Elevation" column on oages 234m and 234p of Table 3.11.D.1 reflects the change in the elevation of snubbers 10HB-S-1, lOHB-S-8 and 23HB-S-3A as a result of the modifications.
Due to a typographical error, snubber lOHB-S-1 was nreviously listed as a Type "M" snubber as shown on page 234m of Table 3.11.D.l.
Furthermore, Licensee replaced hydraulic snubber 10HB-S-2 with a rigid restraint to bring the oipe support design into conformance with the requirements of NUREG 06A1.
As part of the Mark I torus modifications, all of the piping attached to the torus was re-analyzed for thermal, weight, seismic, and hydrodynamic loading.
Replacement of snubber lOHB-S-2 with a structural steel guide was included in the analysis and found to be acceptable accordino to the criteria specified in NUREG 0661.
Accordingly, the Licensee hereby amends its application of March 24, 1981, as amended December 13, 1982, by deleting hydraulic snubber 10HB-S-2 from Table 3.11.D.1 for Unit 3 as shown on revised page 234m. -.

Tha proposed revision to change tho designated section under the "High Radiation Area During Shutdown" column on pages 234m, 234p and 234s of Table 3.11.D.1 from 4.11.D.4 b to 4.11.D.A.d corrects an error in the previous amendment applications.
The correction reflects the section designation in amendment application dated March 24, 19R1, not the section designation in the current Technical Specification Table 3.ll.D.l.
The proposed revisions to the Technical Specification described herein reflect plant modifications required to conform with the acceptance criteria contained in Appendix A to NUREG 0661, and with the Commission's Order for Modification of License and Grant of Extension of Exemption for Peach Bottom Unit 3, issued on January 13, 1981, and amended January 19, 1982.
Since the proposed revisions reflect modifications that reduce the probability of failure in the torus attached pining systems, this amendment does not constitute a sionificant hazards consi derati on.
The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration, and will not endanger the health and safety of the public.
