Docket No. 50-352 Prompt Report Licensee Event Report No.83-034 and License Condition 2.G San Onofre Nuclear Generating Station, Unit 3 Pursuant to License Condition 2.G of Facility Operating License NPF-15, for San Onofre Unit 3, and Section 5.9.1.12.b of Appendix A, Technical Specifications to that license, this submittal provides the written confirmation of our prompt notification to the NRC on May 27, 1983, of a reportaole occurrence involving the Qualified Safety Parameter Display System (QSPDS).
License Condition 2.C(17)h requires the completion and maintenance of Inadequate Core Cooling Instrumentation including the Subcooling 11argin Monitor and Core Exit Thermocouples.
Technical Specification Limiting Condition for Operation 3.3.3.6 requires accident monitoring instrumentation, including the Subcooling Margin Monitor and Core Exit Thermocouples, to be operable during Modes 1, 2 and 3.
The QSPDS provides the visual display in the Control Room for this instrumentation for San 0::ofre Unit 3 (display independent of the QSPDS is provided for this instrumentation for Unit 2).
SCE has been advised by Combustion Engineering, Inc. (CE),
the vendor who.ripplies the QSPDS, that a system equivalent to the San Onofre Unit 3 QSPDS failed during seismic qualification testing.
The failure mode was shorting of a power cable due to abrasion, which resulted in loss of QSPDS information display.
