Enclosed is an interim 30 day report in accordance with 10CFR50.55(e) for the deficiency concerning valves manufactured by Clow Corporation. This condition was reported via telephone to Mr. Wiggins of your staff on September 23, 1982, as a potentially reportable deficiency.

O NIAGARA M0 HAWK POWER CORPORATION Nine Mile Point Unit 2 Docket No. 50-410 Interim Report for a Potentially Reportable Deficiency Under 10CFR50.55(e) Regarding Clow Valves Description of the Deficiency Clow Corporation has advised Stone & Webster Engineering Corporation that 16 valves shipped to the Nine Mile Point Unit 2 site have missed heat treatment as required by ASME Code.

In accordance with ASME Code (1974 edition),

subparagraphs NC-4651(b) and ND-4651(b), heat treatment is required for carbon steel pipe or formed portions of pumps or valves with a wall thickness greater than 3/4 inch included in Group P - number 1 in Section IX that have been cold bent or formed.

The valve bodies for the valves in question were manufactured from SA515 Grade 70 carbon steel plate.

The thickness of the plate was greater than 3/4 inch.

The plate was rolled into hollow cylindrical form by cold working.

The matter is still under investigation. A final report will be submitted by March 31,1983.
