Virgil C. Summer Nuclear Station Confirmatory Program - Pad Test Removal of USGS SMA-1
Dear Bob:
We have submitted the Seismic Confirmatory Program (letter to Denton dated 9/24/82) in fulfillment of Licensing Condition 25 for the Virgil C. Summer Nuclear Station.
Part of this pro-gram requires that a pad response test be performed on the concrete pad at the Monticello Reservoir dam abutment.
This concrete pad is the location of a USGS strong motion accelero-meter (Kinemetrics SMA-1).
The program will require that the USGS SMA-1 be removed during the test and then later reinstalled.
When we conducted explosion tests in October 1981, there were logistical prob-lens in arranging for the Corps of Engineers (Vicksburg) to t
l visit this site to monitor the USGS SMA-1 and to change its film.
Since the testing is scheduled for late October, we request your assistance in coming to some resolution on how best to provide for removal and reinstallation of the USGS SMA-1.
We offer the following recommendations in the order that we see can most readily accomplish our goals:
1.
SCE&G also has an SMA-1 located on the concrete pad which will be removed.
SCE&G has trained technicians who can remove, install and set-up SMA-1 units.
We proposed that SCE&G be given approval to remove and reinstall the USGS SMA-1.

We know that the USGS is keenly interested in our proposed test; therfore, they may want to send personnel to both witness the test and to remove their SMA-1.
3.
The USGS could coordinate with the Corps of Engineers to provide personnel for the-removal and reinstallation of the USGS SMA-1.
We request resolution of this matter by NRC/USGS as soon as possible so that we can coordinate the activities with the affected parties.
