50-321 Tech. Specs. section(s) which requires report:

Tech. Specs. sec tion ' 3.13.1, ACTION 2 requires this report due to the Z43-P005 fire detection panel being inoperable and not being restored to operable status within 14 days.

Plant conditions at the time of the event (s):

.The unit was in steady-state power operation at 2436 MWt (100 percent power) on April 21, 1983.

l Detailed description of the event (s);

On April 7, 1983, the alarm was silenced on Z43-P005 fire detection panel due to the performance of modifications to Z43-P005.

Z43-P005 panel was declared inoperable when alarm was silenced and a fire watch was established.

The panel had not been restored to operable status by April 21, 1983; thus, this special report was required.

Consequences of the event (s):

Within one hour of the event, a continuous fire watch was assigned to monitor Z43-P005 fire detection panel for any alarm lights as required per Tech. Specs. section 3.13.1, ACTION 1.

Also, as fire detector cables are disconnected from 243-P005 for modifications, i

fire watch patrols will be assigned within one hour to appropriate areas of the plant to inspect the inoperable zone at lease once per l

hour as required per Tech. Specs. section 3.13.1, ACTION 1.

Status of redundant or backup subsystems and/or systems:

There are no redundant or backup systems.

Justification for continued operation:

J Posting fire watches and fire watch patrols as required per Tech.

Specs. section 3.13.1, ACTION 1 justifies continued operation.

If repetitive, number of previous Special Report:

This is a non-repetitive special report.

Impact to other syste.ns and/or Unit:

There was no impact to any other fire detection panels on either Unit i nor Unit 2.

l Narrative Report for Special Report 50-321/1983-005 Page Two cause(s) of the event (s):

The reason for the alarm being silenced for more than 14 days was the installation of the Analog Transmitter Trip System.

To install the Analog Transmitter Trip System panels in the control room, it became necessary to reroute fire detection cable conduits attached to 243-P005 panel.

Immediate Corrective Action:

Refer to " Consequences of the Event".

Supplemental Corrective Action:

No supplemental corrective action is required.

Scheduled (future) corrective action:

The modifications to Z43-P005 panel is expected to be complete and the Z43-P005 panel returned to service by June 30, 1983.

Action to prevent recurrence (if different from corrective actions):

There is no action necessary to prevent recurrence.
