F Mr. James P. O'Reilly NRC Notice of Violation Page Two March 14, 1983 RESPONSE TO NOTICE OF VIOLATION INSPECTION REPORT 83-04 I.
ADMISSION OR DENIAL OF THE ALLEGED VIOLATION South Carolina ' Electric and Gas Company is in agreement with the alleged violation.
II.
REASON (S) FOR THE VIOLATION The area outside the containment equipment hatch on the 472 '
elevation had been surveyed and posted by health physics.
Documented surveys show that the area had been surveyed and the posting updated on January-14, 1983.
The inspector identified the area as not being posted on January 19, 1983.
During the inspection, it was determined that high winds through the area had blown the sign down.
III.
CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED Upon discovering that the wind had blown down the initial sign, the area was reposted.
The initial posting had been suspended on a rope barricade across the containment equipment hatch entrance.
Subsequent action was taken to rigidly mount the posting on the concrete wall adjacent more to the entrance.
IV.
CORRECTIVE ACTION TAKEN TO AVOID FURTHER VIOLATION This more rigid posting for the containment equipment hatch area should prevent further problems' associated with the winds in the area.
The applicable health physics procedure has been revised to include precautions that when posting signs in outside areas to assure that the signs will not be degraded due to weather elements.

DATE OF FULL COMPLIANCE The above mentioned items have been implemented.
