SERIAL: LAP-83-148 Carolina Power & Light Company MAY 191983 Director of Nuclear Reactor Regulation At tention:
Mr. D. B. Vassallo, Chief Operating Reactors Branch No. 2 Division of Licensing United States Nuclear Regulatory Commission Washington, DC 20555 BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS.1 AND 2 DOCKET NOS. 50-325 AND 50-324 LICENSE NOS. DPR-71 AND DPR-62 RESPONSE TO NRC GENERIC LETTER 83-08 MODIE'ICATION OF MARK 1 CONTAINMENT VACUUM BREAKERS
Dear Mr. Vassallo:
Carolina Power & Light Company (CP&L) has received and reviewed Generic Letter 83-08 dated February 2, 1983 concerning modification of vacuum breakers on Mark I containments.
In response to the identification of a potential mode for damaging the drywell-suppression pool vacuum breakers in the chugging and condensation oscillation phases of blowdown to the torus during a LOCA, CP&L is undertaking a modification program for these vacuum breakers. The modification program involves the replacement of certain parts in the vacuum breakers with parts constructed of stronger materials. The replacement parts are those recommended in portions of the NUTECH report, "GPE Vacuum Breaker Modification Program Phase II Final Report," MKI-05-045, dated October 1982.
As requested by Generic Letter 83-08, CP&L commits to submit by June 30, 1983 the results of the plant unique calculations which formed the bases f or our modification program. These calculations are presented in the following documents:
1.
" Mark 1 Vacutza Breaker Improved Valve Dynamic Model - Model Development and Validation," Continuum Dynamics, Incorporated, Technical Note 82-31, September 1982.
2.
" Improved Dynamic Vacuum Breaker Valve Response inr the Brunswick Plant," Continuum Dynamics, Incorporated, Technical Note 82-22, September 1982.

The modifications to the drywell-suppression pool vacuun breakers will be performed during the 1983 extended maintenance outage for Brunswick-2, presently scheduled to begin September 1983, and during the next refueling outage for Brunswick-1, presently scheduled to begin July 1984.
