Provide immediate written notification to the Vice President -
Nuclear Operations and the Nuclear Safety Review and Audit Committee, of disagreement between the ORC members and the ORC Chairman. The Vice President - Nuclear Operations shall have responsibility for resolution for such disagreements.
7.
AUTHORITY The ORC shall report to and advise the Station Manager on those areas of responsibility specified in Section 6.5.A.6.
8.
RECORDS The ORC shall maintain written minutes of each n'eeting and copies shall be provided to the Vice President - Nuclear Operations.
B.
NUCLEAR SAFETY REVIEW AND AUDIT COMMITTEE (NSRAC) 1.
FUNCTION The NSRAC shall function to provide independent review and audit of designated activities in the areas of:
1.
nuclear power plant operations; 2.
nuclear engineering; 3.
chemistry and radiochemistry; 4.
metallurgy; 5.
instrumentation and control; 6.
radiological safety; 7.
mechanical and electrical engineering; 8.
quality assurance practices 9.
fire protection 2.
COMPOSITION The NSRAC Chainnan and other members shall be appointed by the l
Senior Vice President - Nuclear, or such other person as he shall designate. NSRAC members shall collectively possess experience and competence required to review and audit the designated areas noted in 6.5.B.1.

ATTACHMENT B Responsibility and Authority Aspects of the Boston Edison Company ALARA Program Effective implementation of ALARA considerations requires constant aware-ness and attention to ALARA principles and practices by all Station personnel.
In addition, all levels of management at Pilgrim Station, including con-tractor management personnel, have the authority and responsibility to ensure that ALARA principles and practices are effectively incorporated into all work activities conducted at Pilgrim Staticn. Also, all managers and supervisors have the continuing responsibility to instill and maintain awareness of ALARA principles in all persons whom whey supervise.
The first and primary mechtnism for including ALARA considerations, in daily work activities, is afforded by the first line supervisors. They must con-sider ALARA improvements based on the results of surveys of the intended work area by members of the Health Physics staff and based on their own assessment of working conditions.
(Health Physics personnel are responsible for performing surveys of general and specific plant areas, specifying the need for protective clothing and respiratory protection, and filling out appropriate sections of the Radiation Work Permit Forms.)
All first line supervisors are responsible for planning jobs in terms of identification of work scope, nature and amount of resources required, special tools, safety precautions and ALARA consideration.
First line supervisors are responsible for planning and reviewing work to insure that no unsafe practices are likely to occur and to ensure that ALARA principles and practices are considered and applied in the performance of the work. The first line supervisor must conscientiously and agressively review bo'.n the work plan and work location for opportunities to reduce in-dividual and collective exposure in a cost-beneficial fashion.
All first line supervisors have the authority and responsibility to manage and direct the persons involved in, and the progress of the job, in a safe, effective manner. They also have the responsibility and authority to suspend or terminate any activities which they consider unsafe or inconsistent with BECo's ALARA policy.
In addition to their other responsibilities, the first line supervisors shall be constantly aware of the need to encourage ALARA principles and practices in routine daily activities.
In situations where first line supervisors are unsure as to the need for or nature of ALARA considerations in their job situations, they shall contact the CRE who will provide Health Physics personnel to review and/or assist in the application of ALARA features and considerations.
