Dear Mr. Keppler:
On January 26, 1983, Commonwealth Edison Company Project Construction notified Mr. Julian M.
Hinds of your office of a deficiency reportable pursuant to 10 CFR 50.55(e) concerning Pullman i
Sheet Metal installation of_HVAC system components at our Braidwood i
Station.
For your tracking purposes, this deficiency has been assigned number 83-01.
This letter fulfills the thirty (30) day reporting requirements of 10 CFR 50.55(e) regarding this matter.
Our delay in submittal of this report until March 1, 1983 was discussed with and approved by Mr. Charles E. Norelius of your office.
I DESCRIPTION OF DEFICIENCY A number of safety-related hangers, auxiliary steel, and bracing were not installed in accordance with dimensional tolerances and typical details as shown on the Sargent and Lundy design drawings.
These deficiencies have been documented on CECO. NCR 4
ANALYSIS OF SAFETY IMPLICATIONS Proper operation of safety-related HVAC equipment is 1
required to assure operation of other safety-related equipment during design basis transients.
The safety implications of this reportable deficiency could only be assessed after a case-by-case analysis of specific dimensional deviations.

. CORRECTIVE ACTION TO BE TAKEN The following actions are being taken to correct the deficiencies:
(1) The Pullman Sheet Metal revised procedure addressing configuration inspection of all hangers, auxiliary steel, and bracing was submitted to CECO. on November 18, 1982.
Based upon site re /lew, advance verbal approval was given on November 23, 1982.
(2) The present design tolerances have been clarified and additional tolerances are being provided in order to achieve proper installation and inspection of the HVAC system.
(3) Safety-related HVAC field installation work is being inspected in accordance with the revised inspection procedure to insure compliance with design details and tolerances.
(4) A backfit program has been established for the inspection of hangers, braces and auxiliary steel installed prior to the implementation of Pullman's revised configuration inspection procedure.
(5) Any necessary rework will be completed prior to fuel load.
