-Narrative For Special Report 50-321/1983-002 On January 14, 1983,_an employee gained access to-the plant without proper badge exchange as required by section D.l_of the," PLANT SECURITY AND ENTRY CONTROL" procedure.
This event is contrary to 10CFR73.71 and section'B.l.F of the:" DEVIATION REPORT" procedure.
A Georgia Power employee drove a vehicle to the security head-quarters gate that had to be inspected before its entry into the protected area.
The vehicle was correctly inspected per the " VEHICLE SEARCH" procedure.
The driver, failing to properly exchange his badge at the security headquarters, boarded.the vehicle.and drove it into the protected area.
Later during the shift, while inside the protected area,'the employee noticed he did not have his yellow badge and-then realized he still had.his green badge.
The employee was escorted-to security headquarters where he properly exchanged his badge.
The health-and safety of the public were not affected by this non-repetitive event.
This incident was originally reported as deviation report 1-83-13 and determined to be reportable on an LER to the NRC within 14 days.
After further' review.no'such reporting requirement could be found.
The deviation was reported within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> in compliance with 10CFR73 but investigation revealed no further reporting was necessary.
This report was submitted to resolve any confusion about this incident or its report.
To prevent recurrence of this event, a' security officer will escort vehicle drivers to their vehicle and verify that they have properly exchanged their 4
badges.
