Dear Mr. Schwencer:

The Illinois Power Company (IP) previous response to the subject SER issue on transportation accidents was provided in the referenced letter. Since that time, the availability of better rail transportation data has allowed IP to reevaluate the hazards associated with the rail transportation of toxic and explosive materials.

Enclosed are the IP reevaluations provided as separate reports, entitled:

1. Hazard Analysis of Flammable Compressed Gas Shipments on the Illinois Central Gulf Railroad near the Clinton Power Station.
2. Evaluation of Control Room Habitability during a Postulated Release of Toxic materials Shipped by Rail.

The reports demonstrate that neither toxic hazards nor explosive hazards are a significant risk to the safe operation of the Clinton Power Station.
