Gentlemen On September 25,'1989, TU Electric notified the NRC via letter logged TXX-89719 of a reportable deficiency involving the failure of a non safety _

related power supply which has the potential to adversely affect Residual Heat Removal (RHR) operability under certain conditions.

A commitment was made at that time to assess thit condition for Unit ~2 after the resumption of the balance of engineering activities.

Corrective Action i

The corrective action for Unit 2 will be identical to-that of Unit 1.

That is, the appropriate Unit 2 procedures for operation of the RHR system will require the use of other RHR valves (which are not affected by loss of control power or instrument air) to restrict RHR flow during operating modes 5 and 6 when the reactor coolant system is in a reduced inventory condition.

This will ensure that, if the flow control valves fail _ open, flow will not exceed established limits.

Administrative controls will ensure these valves are fully opened after restoration from reduced inventory RHR decay heat removal.
