EOTENTIAL SAFETY REL ATED PUMP LOSS NRC Bulletin 88 04: " Potential Safety Related Pump Loss" identified concerns with minimum flow designs and requested licensees to investigate these concerns and correct them where applicable. Our letter dated August 8,1988 provided a list of corrective actions necessary to satisfy these concerns. Our letter dated June 13,1990 provided a status of the corrective actions associated with NRC Bulletin 88 04, This letteris to notify you that long term corrective actions associated with NRC Bulletin 88 04 were completed during the Unit 2.1990 and Unit 1 1991 refueling outages.

Specifically, full flow recirculation -lines were installed on the auxiliary feedwater pumps. The full flow recirculation liries were added to prevent pump damage during pump testing and during possible extended pump runs at low flow conditions.

On February 14, 1991, we proposed changes to the North Anna ichnical Specifications to allow improvements in the current monthly AFW pu. n test requirements. As we stated at that time, inspections conducted in accordance with NRC Bulletin 88 04 had indicated that some degradation had occurred which was not revealed by the high pressure / low flow monthly test currently required. We noted that the quarterly Section XI testing is done at_ flow conditions near the pump's best

-' efficiency point and observed that testing at the lowei pressure / higher flow conditions required undar the Code could provide early warning of degradation. We stated that if the monthly test could be done under similar conditions, safety would be enhanced because there would be less pump wear and more effective testing. We continue to encourage your prompt review and approval of this proposed change.
