Byron ER-OLS AMENDMENT NO. 4 JANUARY 1983 2.5 GEOLOGY 2.5.1 Summary A summary of the regional and site geologic characteristics for the Byron Nucleat Generating Station - Units 1 & 2 (Byron Station) was presented in the Environmental Report - Construction Permit Stage (ER-CPS). Data from the laboratory testing, soil borings, trenches, and excavations for the main buildings and cooling towers completed since the submittal of the ER-CPS provide additional information on the stratigraphy, engineering geology, and hydrogeology of the glacial drift and uppermost bedrock units. The following subsections present a more detailed description of the stratigraphy at the site. They include the more recent site data and up-to-date information from appropriate literature. Subsection 2.4.2 gives a description of the hydrogeologic characteristics of the glacial drift and uppermost bedrock units.

2.5.2 Site Stratigraphy Figure 2.5-1 shows the stratigraphic units identified during geologic mapping of the excavation for the main buildings.

The term " soil" in this subsection is used in the engineering x sense to indicate the deposits overlying the bedrock. The term qj " agricultural soils" refers to that portion of the " soil",

usually the upper few feet, that has been modified by weathering.

2.5.2.1 Agricultural Soils Two agricultural soil associations are present at the Byron site, the 3 association and the 9 association. A site map showing the extent of these two soil associations is in Figure 2.5-2. The 3 soil association is composed of the Plano, Catlin, and Saybrook series, whereas the 9 soil association is composed of the Martinsville, Whalan, and Rockton series (U.S. Departmant of Agricultural 1980).

4 The Plano, Catlin, and Saybrook silt loams are devloped under native prairie grasses in loess. The Martinsville silt loam is developed under forest vegetation in loamy material on outwash plains. The Whalan loam is developed under forest vegetation in glacial drift on limestone bedrock. The Rockton silt loam is developed under prairie vegetation in loamy glacial drift underlain by limestone bedrock at a depth of 20 to 40 inches.

2.5.2.2 Soil Deposits The soil deposits observed in the site area during additional drilling and excavation mapping are identical to those identified in the PSAR- and ER-CPS-stage borings. These soil deposits (s'/} include Pleistocene-age alluvium, loess, till, and Tertiary-age 2.5-1

Since the submittal of the ER-CPS, these soil deposits have been differentiated further into formations and members based on the established methods of the Illinois State Geological Survey (Willman and Frye 1970). The soil deposits at the Byron site ranged from 4 to 37 feet thick and averaged 9 feet thick at the plant location.

The uppermost soil deposit in the upland areas is undiffer-entiated Peoria Loess. Peoria Loess is a windblown silt that mantles various glacial deposits of Wisconsinan or Illinoian age.

Excavation maps show that the Peoria Loess, generally continuous across the plant site, averages less than 3 feet thick at the site.

Three underlying till members have been identified at the Byron site. The Esmond and Argyle Till Members were described in the ER-CPS, and the underlying Ogle Till Member was identified during excavation mapping. The Esmond Till Member is the uppermost till and is generally a medium stiff to stiff, brown silty clay to clayey silt till that contains scattered boulders. The unit was deposited during the Woodfordian Substage of the Wisconsinan Stage. The Morton Loess separates the Esmond Till Member from the underlying Argyle Till Member. The Morton Loess is generally a stiff, brown to gray, calcareous silt. The Argyle Till Member is a sandy,' generally medium stiff to stiff, brown clayey till that was deposited during the Altonian Substage of the Wisconsinan Stage. The Argyle Till Member is separated from the underlying Ogle Till Member by sediments that were partly stream deposited and partly lake deposited. These sediments were apparently deposited in front of the advancing Wisconsinan glacier. The Ogle Til? Member was deposited during the Illinoian Stage. At the plant site, the Ogle Till Member is a sandy till that contains more than 70% sand and less than 10% clay.

The Pleistocene-age glacial deposits just described are underlain by a residual soil developed on highly weathered bedrock. This residual soil is generally found throughout the site area. The residuum is a highly weathered, reddish-brown clay that contains Ordovician-age siliceous fossils, which suggests that the parent material is the underlying dolomite of the Galena Group. The residual soil may be Yarmouthian in age, but it is most likely Tertiary in age based on its mineralogical and physical similarities to other Tertiary-age soils (Willman 1975).

Alluvial deposits are located along Woodland Creek and the Rock River. The alluvial deposits of Woodland Creek are from 50 to 100 feet wide and average about 15 feet thick although they become thicker downstream from the plant site. The upper deposits are brown, medium-stiff clayey silts underlain by reddish-brown, medium stiff to very stiff clayey sands. The sands are considered to have relatively high permeabilities.

() 2.6 REGIONAL HISTORIC, ARCHAEOLOGICAL, ARCHITECTURAL, SCENIC, CUTURAL, AND NATURAL FEATURES This section reviews the findings of the historical study and the archaelogical surveys of both the Byron Nuclear Generating Station - Units 1 & 2 (Byron Station) site and the transmission line rights-of-way.

2.6.1 Plant Site There are no sites on the station property that are included or are eligible for inclusion in the " National Register of Historic Places" (Federal Register 1977a, 1977b), the " National Registry of Natural Landmarks" (Federal Register 1975; Ressegule 1977), or the other listings of locally significant sites.

Although svs historic sites were listed for Ogle County in the l4

" National Rngister of Historic Places" (see Table 2.6-1), none of these will be affected by the Byron Station. The " Historic American Buildings Survey" (Ison 1977) lists three structures in Ogle County (see Table 2.6-1), and again none of these will be affected by the Byron-Station. The "Pictor.ial Archives of Early American Architecture" (Ison 1977) lists four buildings in Ogle County, none of which will be affected by Byron Station (see i Table 2.6-1).

() Many areas of local historical interest, however, do exist in the area. Table 2.6-2 lists and briefly describes these historic sites and markers located within 10 miles of the site as supplied by information from various local sources (see references).

In February 1974, Anthony T. Dean, State Historic Preservation Officer for Illinois, stated that no cultural or historical sites in the area would be affected by Byron Station. A copy of his comments is included in Appendix 2.6A.

An archaeological survey of Byron Station was conducted in June 1973 by the University of Wisconsin - Milwaukee, a member institution of the Illinois Archaeological Survey. Seven previously unrecorded archaeological sites and one previously recorded site were encountered. In 1974 test excavations were per Srmed to further evaluate the sites so that procedures could be Jeveloped that would preclude any potentially harmful effects.

It was recommended that the sites along the Rock River in the river screenhouse area be fenced and construction crews be instructed to remain 50 feet from the fence in order to avoid '

impact during construction activities. Archaeological site 0q-153, the only site near any construction activity, was fenced in the fall of 1976. In September 1974, the State Historic i Preservation Officer of Illinois stated that no archaeological l sites would be disturbed by the construction of the Byron Station. A copy of his comments is included in Appendix 2.6A.

Byron ER-OLS AMENDMENT NO. 3 MARCH 1982 AMENDMENT NO. 4 JANUARY 1983 2.6.2 Transmission Line Rights-of-Way The historical sites of interest for the Byron East to Cherry Valley-Nelson transmission line right-of-way and the Byron South to Cherry Valley-Nelson transmission line right-of-way are the same as those listed in Subsection 2.6.1. The "Camling-Cline Mound Group," an archaeological site located in Section 10 of Rockvale Township in Ogle County, is being considered for nomination to the " National Registor of Historic Places." The Byron North to Wempletown right-of-way is adjacent to the site 4 but does not impact on it. This right-of-way also crosses into Winnebago County where the " National Register of Historic Places" lists 13 sites (see Table 2.6-3). These sites will not be affected by the Byron North to Wempletown right-of-way. There are no sites listed on the " National Registry of Natural Landmarks" for Winnebago County.

Archaeological surveys were conducted on these transmission line rights-of-way out of Byron Station. The results of the surveys were submitted to the Illinois State Historic Preservation Officer, and his assessment of transmission line impacts on 3 historic and cultural resources is contained in letters dated May 12 and July 16- 1981. Copies of these letters were submitted in response to NRC Question 310.4, which is part of Amendment No. I to this ER-OLS.

The Byron North to Wempletown transmission line will be visible at the Rock River crossing.

Byron ER-OLS AMENDMENT NO. 1 l JULY 1981 CHAPTER 12.0 - ENVIRONMENTAL APPROVALS AND CONSULTATIONS The licenses, permits, and other apptcvals required by federal, l state, and local authorities for the construction and operation of the Byron Nuclear Generating Station - Units 1 & 2 (Byron 1 Station) are listed in Table 12.0-1. This table indicates the i issuing government agency, the statutory basis of agency's authority, the activity for which approval is required, the category of environmental impact, and the status of each permit.

The table is based on the design of the Byron Station, the project schedule, and the statutes and regulations applicable as 1 of July 1981. Should it become .iecessary in the future to apply for other approvals or permits, Commonwealth Edison Company will take action.

Table 12.0-2 lists the state and local authorities contacted in connection with the Byron Station.
