SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 138 TO FACILITY OPEPATING LICENSE NO. OPR-20 CONSUMERS POWER COMPANY PAL 15ADES PLANT DOCKET NO. 50-255 1.0 ljNTRODUCTION By letter dated, August 21, 1990 Consumers Power Company (the licensee) requested an amendment to the Technical Specifications (TS) appended to facility Operating License No. OPR-20 for the Palisades Plant.

The proposed amendment would change Palisades Plant TS Table 2.3.1, Reactor Protective System Trip Setting 'imits, to delete wording descriptive of the set point for the original steam generator low water level trip limit. This descriptive wording does not apply to the replacement steam generators.

2.0 EVALUATION The licensee proposes to change Palisades Plant TS Table 2.3.1, Reactor Protective System Trip Setting Limits.

As written, the TS describes the minimum trip set point for the steam generator water level as "Not Lower Than The Center Line of feedwater Ring which is located 6'-0" below normal water level." The requested change would delete the words "...which is located 6'-0" below normal water let el" since this wording does not apply to the replacement steam generators.

There will be no change in the actual reactor trip set point on steam generator low water level.

The normal water level is maintained in the replacement steam generator at i

approximately 2'-0" below the steam separator support platform. This is the same locetion it was maintained in the original steam generators; however, for the replacement steam generators this location is approximately 5'-8" l

above the center line of the feedwater ring vice the 6'-0" for the original steam generators.

i The replacement steam generators have greater secondary inventory than did the original steam generators.

This, coupled with the fact that the low water level reactor trip has not been changed leads to the conclusion that loss of feedwater flow events are not adversely affected by removing t%e TS wording relating the trip set point to normal water level.

Additionally, the feedwater ring is permanently attached to the steam generator and, therefore, provides a ready reference point from which to measure the reactor trip level, making further descriptive wording superfluous.

As such, this change is considered acceptable.

3.0 ENVIRO F.HTAL CONSIDERATION This amendment involves a change in a requirernent with respect to the installation or use of a facility component located within the restricted area es defined in 10 CFR Part 20. The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Comission has previously issued a proposed finding a

that this arnendment involves no significant hazards consideration and there has been no public cornment on such findings. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section51.22(c)(9).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public.
