Enclosed is an interim 30 day report in accordance with 10CFR50.55(e). This potentially reportable deficiency concerns a planner issued by a contractor, ITT Grinnell Corporation, without prior approval. This matter was reported to Mr. H. Kister of your staff by telephone on November 1,1982.

4 NIAGARA M0 HAWK POWER CORPORATION NINE MILE POINT UNIT 2 DOCKET NO. 50-410 Interim Report for a Potentially Reportable Deficiency Under 10CFR50.55(e) Regarding ITT Grinnell 4
Issue of Planners Without Prior Approval ITT Grinnell Corporation completed a repair to an ASME III, Class.I penetration weld without a Stone & Webster Engineering Corporation approved planner.
This was a violation of a commitnent to the NRC in response to Inspection Report 82-08 (10/14/82) which states that as of July 1,1982 all Category I welding and/or bending Field Planner Packages must be concurred with by Stone & Webster Engineering Corporation before being released by Grinnell for construction.
Stone & Webster Engineering Corporation initiated a stop work on ITT Grinnell activities. Work was restarted as each planner' was reviewed and released by Stone & Webster Engineering Corporation.
This matter is still under investigation. A final report will be submitted by January 31, 1983.
