Operating License No. DPR-16 Docket No. 50-219 Technical Specification Change Request (TSCR) No. 216 RE: LIMITING SAFETY SYSTEM SETTINGS i Technical Specification 2.3.0, " Reactor High Pressure, Relief Valve Initiation" Limiting Safety System Setpoint Change Pursuant to 10 CFR 50.90, GPU Nuclear Corporation (GPUN), operator of the Oyster Creek Nuclear Generating Station (0CNGS), Operating License No. DPR-16, ,

requests a change to the Appendix A of the license.

Also enclosed is one signed copy of the Certificate of Service for this request which confirms service to the senior official of the township in which the facility is located.

The proposed amendment changes the setpoints of Technical Specification 2.3.D,

" Reactor High Pressure, Relief Valve Initiation" by increasing the setpoint value by 15 psig for each of the Electromatic Relief Valves (EMRVs) in the Automatic Depressurization System (ADS).

This change request has been reviewed in accordance with Section 6.5 of the OCNGS Technical Specifications. Using the standards in 10 CFR 50.92 we have concluded that these proposed changes do not constitute a significant hazards consideration.

GPUN would like to implement this change during the upcoming refueling outage  ;

15R, scheduled to start on September 10, 1994; and, if possible, would request that this TSCR be reviewed and approved at your earliest opportunity.

However, approval of this TSCR is not operation limiting and the change will be implemented and made effective within 60 days following receipt of the license amendment.

Pursuant to 10 CFR 50.91 (b) (1), a copy of this change request has been sent to the State of New Jersey Department of Environmental Protection.
