During the management (SALP) meeting held with members of your staff, Duquesne Light Company committed to providing an evaluation of non-licensed operator performance in the control room (in support of the proposed technical specification change).

In the first day of the assessment, the results were predictable in that the non-licensed operators were not familiar with the routine duties of the second licensed shif t operator and therefore could not be evaluated satisfactorily.

On the second day and subsequently, the non-licensed operators have performed satisfactorily under supervision within the scope of their limited duties.

We have taken steps administratively to restrict the activities of the non-licensed operator during periods when only one senior reactor operator is in the control room.

Presently, we have one non-licensed operator per shif t trained to perform the routine peripheral activities of the second licensed operator, specifically logs, readings, auxiliary equipment startup, and surveillance testing. No control functions or adjustments from the benchboard are made by the non-licensed operator without the concurrence of the licensed operator and/or direct supervision by a licensed senior reactor operator.

This operator does not perform reactivity manipulations.

We are confident that these operators will continue to perform in a competent manner and that no reduction in plant safety will be realized under the present arrangement.
