Three (3) originals and thirty-seven (37) copies of an Application For Amendment To Operating License to amend Appendix A of our license to revice Table 6.2-1,
" Minimum Shift Crew Compositions".

Forty (40) copies of documents designated Attachments A and B which set forth the requested change in Technical Specification and its safety evaluation.
This request for amendment is being made tc permit continued operation of the facility in the event that the second licensed Reactor Operator on a shif t might be unavailable due to conflicts between the requirements for Minimum Shif t Crew Composition and the NRC Policy Statement on overtime or from other such scheduling constraints which may exist from time to time.
With the attrition in licensed Reactor Operators which we have recently experienced due to the industry-wide high demand for licensed personnel, we can no longer preclude the possibility that the unavailability of a licensed operator on a given shift will occur.
We are convinced that, should such a shortage of personnel occur from time to time, it would be i.nproper to commence a shutdown of the tacility which entails considerable operator action.
Under these circumstances, the most prudent course of action would be to continue normal operation until full manning could be attained.
The availability of two licensed supervisory personnel to provide supervision of a non-licensed individual operating controls that do not directly affect the reactivity of the reactor is sufficient to maintain the safety posture of the plant.

Beaver Valley Power Station, Unit No. 1 Docket.No. 50-334, License No. DPR-66 Proposed Change Request No. 82 To Operating License Page 2 We have over 60 individuals presently in training to become licensed as-Reactor Operators and Senior Reactor Operators and we believe this requested amendment to our Technical Specifications will not be required after December 1, 1983.
We have determined this to be a-Class III change request and a check-for $4,000.00 will be submitted under separate cover in accordance with 10 CFR 170.22.
