APPLICATION FOR AMENDMENT TO OPERATION LICENSE-Purusant to Section 50.90 of the regulations of the United States Nuclear Regulatory Commission, the Power Authority of the State of New York, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained-in Appendix A of this license.

This proposed _ amendment was prepared in response to NRC letters dated September 24, 1980 and August 7, 1978 which identified defi-ciencies in the design'of the Hatch 2 regulator system for the motor generator sets which supply power to the Reactor Protection System

( RPS ) . .The problem involved the possibility of the motor generator producing power of a quality outside acceptable limits for the RPS.

These changes incorporate applicable portions of the sample Technical Specifications included with the Commission's July 28, 1982 letter. Two new Sections, 3.9.G and 4.9.G, add operability and surveillance requirements for RPS electrical protection assemblies on pages 222c-and'222d. Corresponding Bases Sections have been added which, on pages 224a and 226, describe the purpose of each limiting condition or surveillance requirement.

The proposed changes to the Technical Specifications are presented in Attachment I to this Application. The Safety Evaluation corresponding to this change is included in Attachment II.
