Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.

This proposed amendment was prepared to assure operability of plant modifications made in response to NRC letters. dated August 7, 1978 and September 24, 1980 (References 1 and 2 respectively), in which you identified deficiencies in the design of the Hatch 2 regulator system for the motor generator sets which supply power to the Reactor Protection System (RPS).
In general, the problem involved the possibility of the motor generator producing power of a quality outside acceptable limits for the RPS.
These changes are proposed as a result of our review of the sample Technical Specifications enclosed with Reference 3.
Two new Sections, 3.9.G and 4.9.G, add operability and surveillance requirements for RPS electric power monitoring on pages 222c and 222d.
Corresponding Bases Sections have been added on pages 224a and 226, which describe the purpose of each limiting condition or surveillance requirement.
In accordance with Reference 1, the Authority has been conducting a program of augmented surveillance since August 11, 1978 (Reference 4) on the RPS power supply system.
The installation of this protective equipment and the attached technical specifications eliminate the need for this additional surveillance.
Therefore, we will discontinue this surveillance upon approval of these changes.
The proposed changes are Attachment I included with this letter.
Attachment II is the associated Safety Evaluation.
The Authority has classified this Application for Amendment to the Operating License as Class III, as it involves a single safety issue.
Enclosed is a check in the amount of $4,000 as the filing fee per 10 CFR Section 170.22, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
