Dear Mr. O'Reilly:

Enclosed is Revision 1, to Special Report No.83-001, dated March 24, 1983, which is submitted in accordance with Technical Specification 3.3.3.4.

This report documents the inoperability of the Meteorological Monitoring instrumentation for a period of more than seven days (February 26 to March 15). It should be noted the l Control Room log book indicates that the Meteorological instrumentation was inoperable l from February 26 till March 9 and then again from March 10 till March 15.

4 SPECIAL REPORT REPORT NO: 83-001, Rev.1 FACILITY: Crystal River Unit #3 REPORT DATE: ' April 8,1983 OCCURRENCE DATE: February 26,1983 IDENTIFICATION OF OCCURRENCE:

The 33 foot ambient temperature meteorological monitoring instrument was inoperable. This instrument is required to be operable by Technical Specification 3.3.3.4.

CONDITIONS PRIOR TO OCCURRENCE:

MODE I (97.1% FULL POWER) -

DESCRIPTION OF OCCURRENCE:

At 0200 on February 26,1983, during normal operation, the 33 foot temperature recorder and digital display were declared inoperable. The recorder was returned to operability at 1015 on March 15,1983, following maintenance. The recorder was out of service for more than seven days due to difficulties in locating the failed component. The digital display for this instrument is still inoperable.

DESIGNATION OF APPARENT CAUSE:

The temperature instrument recorder failure was caused by a faulty thermistor. The cause of the digital indicator failure is unknown at this time.

ANALYSIS OF OCCURRENCE:

' No unplanned radiological' release was made while the instrument was inoperable. Backup data can be acquired through pre-established means from the National Weather service should the need arise.

CORRECTIVE ACTION:

The faulty thermistor was replaced and the temperature recorder was tested satisfactorily.

The digital display will be replaced when parts are available. l l
