Dear Sir:

The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.

Due to the extensive investigation and evaluation required, an Interim Report is attached.

It is now expected that this inforcation will be finalized by December 2, 1982, at which time a complete report will be submitted.

INTERIM REPORT - DER 82-51 POTENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY (APS)

I.

POTENTIAL PROBLEM During spray pond piping system placite lining repair, the crafts discovered delamination and peeling of placite lining in three 0

(3) 24-inch diameter 90 ells. Additional inspections indicated that interior placite lining of spool numbers 1-SP-030-S-042, ISP-030-S-043 and 1-SP-068-S-042 has delaminated from the sub-strate.

This condition may impact the Essential Cooling Water and Diesel Generator Systems.

The piping material is supplied by Pullman Kellogg Power Products.

II.

APPROACH TO AND STATUS OF PROPOSED RESOLUTION The condition is currently being evaluated by the supplier and Bechtel's Material and Quality Services group.

III. PROJECTED COMPLETION OF CORRECTIVE ACTION AND SUBMITTAL OF THE FINAL REPORT Evaluation of this condition and submittal of the Fiani Report if forecast to be completed by December 2,1982.
